I accidentally deleted my .htaccess file from my root directory, how do i reupload a new one?

I attempted to upload a new .htaccess file to my root directory, but it wouldn't let me, so i tried deleting the one that was on there, but now i can't upload my .htaccess file onto the root directory.

Then it realized i am not allowed to upload any files onto the root dir, judging from the "DO NOT UPLOAD FILES HERE" file.

So it looks like i'm stuck, how can i get the permission to upload to the root directory? I really need my .htaccess file which affects all domains.
